Održana 23. sjednica Gradskog vijeća Grada Pregrade
Dana 14. prosinca 2016. godine održana je 23. sjednica Gradskog vijeća Grada Pregrade. Na početku sjednice prisutno je bilo 8 vijećnika, a nakon osme točke zasjedanju se pridružio još jedan vijećnik te je bilo prisutno ukupno 9 od 15 vijećnika. Razmatrano je 26 točaka dnevnog reda. Sve točke dnevnog reda su usvojene. Po usvajanju zapisnika sa prethodne sjednice vijećnici su pristupili razmatranju točaka dnevnog reda.
Prvih par točaka dnevnog reda odnosilo se na donošenje zaključaka i odluka vezanih uz ustanove kojima je osnivač Grad Pregrade. Tako je u drugoj točci dnevnog reda donesen Zaključak o usvajanju Godišnjeg plana i programa rada Glazbene škole Pregrada za šk.god. 2016/2017. i Izvješća o realizaciji godišnjeg plana za školsku godinu 2015./2016. Glazbene škole Pregrada.
Točke 3.,4.,5. i 6. dnevnog reda odnosile su se na Dječji vrtić “Naša radost”. Doneseni su zaključci o usvajanju Godišnjeg plana i programa rada Dječjeg vrtića „Naša radost“ za 2016./2017.g. i Godišnjeg izvješća Dječjeg vrtića „Naša radost“ za 2015./2016.g. Na zahtjev Dječjeg vrtića za davanje suglasnosti na izmjene Pravilnika o unutarnjem ustrojstvu i načinu rada Dječjeg vrtića „Naša radost i povezano sa time za zapošljavanje radnika u Dječjem vrtiću „Naša radost“, Gradsko vijeće odgovorilo je pozitivno donijevši odluke o davanju traženih suglasnosti, svjesno potrebe građana/ki našeg grada, sve većeg broja djece za upis u vrtić, te povećanja opsega poslova vrtića.
Zatim je pod točkom sedam slijedilo Razmatranje i usvajanje Izvješća o radu i Financijskog izvješća Muzeja Grada Pregrade za 2015.g. Izvješće je usvojeno jednoglasno.
Slijedeće četiri točke (8., 9., 10., 11.) dnevnog reda odnosile su se na davanje Informacija Gradskom vijeću: Informacija o Izvješću o obavljenoj reviziji učinkovitosti rada nadzornih odbora trgovačkih društava u vlasništvu jedinica lokalne i područne (regionalne) samouprave na području KZŽ za 2015.g., Informacija o Odluci o opozivu i imenovanju člana Nadzornog odbora Niskogradnja d.o.o. Pregrada, Informacija o donošenju Odluke o davanju suglasnosti za zaduživanje VIOP d.o.o, Informacija o Izvješću o stanju javne rasvjete Grada Pregrade. Informacije su primljene na znanje od strane vijećnika.
Gradski vijećnici iskoristili su priliku te u sklopu jedanaeste točke dnevnog reda, Informacije o Izvješću o stanju javne rasvjete Grada Pregrade, pohvalili trud i angažman zamjenika gradonačelnika, Škrinjar Ivana u pripremi ovako detaljno razrađenog Izvješća, te same provedbe projekta "Rekonstrukcija javne rasvjete sa ciljem povećanja energetske učinkovitosti i smanjenja svjetlosnog zagađenja".
Točke dvanaest i trinaest odnosile su se na programe rada Savjeta mladih Grada Pregrade, i novog saziva Dječjeg Gradskog vijeća Grada Pregrade, pa su tako redom odobreni Plana i program rada Savjet mladih Grada Pregrade za 2017. godinu, Financijski plan Savjeta mladih Grada Pregrade za 2017. godinu i Program rada Dječjeg Gradskog vijeća Grada Pregrade za razdoblje 2016.-2018.godinu.
U sklopu četrnaeste točke donesena je Odluka o dodjeli nekretnina u vlasništvu Grada Pregrade na korištenje organizacijama civilnog društva. Predmetnom Odlukom određuju se mjerila, kriteriji i postupak dodjele nekretnina u vlasništvu Grada Pregrade na korištenje organizacijama civilnog društva radi provođenja programa i projekata od interesa za opće dobro. Pod nekretninama u smislu ove Odluke podrazumijevaju se poslovni prostori, stanovi, domovi, sklonište i slični objekti.
Pod točkom petnaest dnevnog reda donesena je Odluka o sklapanju Sporazuma o međusobnoj suradnji/Sporazuma o medsebojnem sodelovanju. Gradonačelnik je u kratkom izlaganju istaknuo važnost donošenja Odluke u smjeru ostvarivanja prekogranične suradnje sa susjednom nam državom Slovenijom. Naglasio je kako je suradnja između Slovenije i Hrvatske izuzetno važan strateški gospodarski cilj za obje zemlje, koji se najbolje očituje u prekograničnim suradnjama jedinica regionalnih i lokalnih samouprava te je zbog daljnjeg nastavka i konkretizacije gospodarske suradnje potrebno potpisati Sporazum o međusobnoj suradnji, posebice s pograničnim općinama Republike Slovenije i Krapinsko-zagorske županije.
Slijedila je točka šesnaest, Razmatranje prijedloga i donošenje Zaključka o prijedlogu za imenovanje suca porotnika Općinskog suda u Zlataru. Zaključak je donesen jednoglasno, a Gradsko vijeće Grada Pregrade za suca porotnika pri Općinskom sudu u Zlataru predložilo je Andreu Cobović, diplomiranu pravnicu, iz Pregrade.
U sklopu sedamnaeste točke dnevnog reda donesen je godišnji plan davanja koncesije na području Grada Pregrade za 2017.g.
Točka osamnaest dnevnog reda odnosila se na razmatranje prijedloga i donošenje Odluke o izmjenama i dopunama Odluke o prirezu poreza na dohodak. Cilj predlaganja donošenja nove Odluke o izmjeni i dopuni Odluke o prirezu poreza bio je da se detaljnije specificira namjena korištenja prireza, odnosno da se prirez namjenski koristi u iznosu 60 % za rekonstrukciju i izgradnju nerazvrstanih cesta i ulica te 40 % za izgradnju i održavanje komunalnih infrastrukturnih objekata na području Grada Pregrade. Vijećnici su pozdravili ovakav način specificiranja namjenskog korištenja sredstava te donijeli Odluku jednoglasno.
Zatim je pod točkom devetnaest dnevnog reda donijeta Odluka o raspoređivanju sredstava Proračuna Grada Pregrade namijenjenih financiranju političkih stranaka Gradskog vijeća Grada Pregrade u 2017. godini.
U točkama koje su slijedile doneseni su programi vezani uz Proračun Grada Pregrade za 2017. godinu te su tako redom donijeti: Izmjena i dopuna Programa gradnje objekata i uređaja komunalne infrastrukture za 2016.g. i Program gradnje objekata uređaja komunalne infrastrukture za 2017.g., Izmjene i dopune Programa održavanja komunalne infrastrukture za 2016.g. i Program održavanja komunalne infrastrukture za 2017.g., Izmjene i dopune Programa javnih potreba u sportu za 2016.g. i Program javnih potreba u sportu za 2017.g., Izmjene i dopune Programa javnih potreba u kulturi i tehničkoj kulturi za 2016.g. i Program javnih potreba u kulturi i tehničkoj kulturi za 2017.g.
Posljednje dvije točke odnosile su se na Proračun Grada Pregrade. Pod točkom dvadeset i pet donesene su II. Izmjene i dopune Proračuna Grada Pregrade za 2016.g, dok je pod točkom dvadeset i šest dnevnog reda donesen Proračun Grada Pregrade za 2017. godinu.
Proračun za 2017. godinu donesen je u visini od 14.582.000,00 kn. Potrebno je naglasiti da nas u 2017. godini očekuju investicije koje su veoma značajne za naš Grad kao što su daljnja ulaganja u komunalnu infrastrukturu, izgradnju reciklažnog dvorišta, izrada projektne dokumentacije za izgradnju Eko-bazena u Pregradi, razvoj infrastrukture širokopojasnog pristupa-izrada Studije izvedivosti Projekta, uređenje dječjih igrališta i rasvjeta uz školska igrališta i dr.
