Kroz Plan gospodarenja otpadom Grada Pregrade za razdoblje 2014.-2020., stvorene su pretpostavke za učinkovitiji, cjelovit i održiv sustav gospodarenja otpadom, kroz formiranje zelenih otoka i izgradnju reciklažnog dvorišta. Planom je, sukladno odredbama Zakona o održivom gospodarenju otpadom, predviđena izgradnja jednog reciklažnog dvorišta na području Grada Pregrade na k.č. br. 3657/1 k.o. Pregrada površine od oko 1.630 m² (dio površine na lokaciji gdje se održava izložba stoke i konja KZŽ). Ukupan iznos projekta procijenjen je na 1.749.251,01 kuna. Odlukom o financiranju za projektni prijedlog „Izgradnja reciklažnog dvorišta za područje Grada Pregrade“, Ministarstva zaštite okoliša i energetike, odobreno je sufinanciranje prethodno navedenog projekta u iznosu od 1.486.863,35 kuna bespovratnih sredstava što je 85% tj. maksimalan moguć postotak financiranja projekta. Bespovratna sredstva ostvarena su u sklopu ESI fondova odnosno Operativnog programa Konkurentnost i kohezija 2014.-2020. (OPKK). Riječ je o prvim EU sredstvima koje je ostvario Grad Pregrada.
Sa realizacijom projekta, tj. pripremnim radnjama (projektna dokumentacija, provedba postupka javne nabave, itd.) započet će se odmah po potpisu Ugovora o dodjeli bespovratnih sredstava (rujan 2017.), dok se početak samih radova na izgradnji planira u proljeće 2018. godine.

Projekt se sastoji od aktivnosti izgradnje reciklažnog dvorišta, njegova opremanja, upravljanja projektom i administracija, promidžbe i vidljivosti projekta.
Planirano reciklažno dvorište je nadzirani ograđeni prostor veličine 965 m2, namijenjen odvojenom prikupljanju i privremenom skladištenju manjih količina posebnih vrsta otpada na kojem je moguće odvajanje svake komponente kao budeće sirovine za reciklažu. Sastoji se od platoa na kojem su potrebne manipulativne površine, parkirnih mjesta za zaposlene i korisnike, kontejnera za odvojeno odlaganje otpada i uredskog kontejnera sa sanitarijama te ograde i zelene površine. Reciklažnim dvorištem predviđeno je sakupljanje sve vrste otpada propisanih Dodatkom III. Pravilnika o gospodarenju otpadom (problematični otpad, otpadni papir, otpadni metal, otpadno staklo, otpadna plastika, otpadni tekstil itd.). Upravljanje reciklažnim dvorištem obavljati će tvrtka Niskogradnja d.o.o. koja je u 100%-tnom vlasništvu Grada Pregrade.
Aktivnost građenja reciklažnog dvorišta uključuju izvedbu građevinskih, strojarskih, elektrotehničkih, obrtničkih i drugih radova (pripremni,zemljani, instalaterski i završni radovi, te ugradnja građevnih proizvoda, uređaja, opreme i postrojenja). U okviru reciklažnog dvorišta osigurati će se tzv. „Kutak ponovne uporabe“ gdje građani mogu donijeti stvari koje njima više ne trebaju, a drugi građani (slabijeg imovinskog statusa) mogu te stvari uzeti za daljnju upotrebu. Samim izdvajanjem otpada predviđena je kategorizacija otpada prikladnog za ponovnu uporabu poput EE otpada, odjeće, obuće namještaja i sl. Projektnom dokumentacijom nije predviđena izgradnja zasebnog prostora, ali je planirana upotreba postojećeg kako bi se otpad prikladan za ponovnu upotrebu odvajao i ponovno upotrebljavao. Stvari prikladne za ponovnu upotrebu izložiti će se u uredskom kontejneru te sklopivim stolovima postavljenim na postojećem prostoru. U daljnjem razdoblju planirana je nadogradnja kutka za ponovnu upotrebu na način da se proizvodi obnove, poprave, preprodaju, ponovno proizvedu te nadograde. Kako bi se osigurala optimalna iskorištenost izgrađene infrastrukture u suradnji s upraviteljem reciklažnog dvorišta planira se održavanje niza informativno-edukativnih aktivnosti koje će doprinijeti optimalnom iskorištenju reciklažnog dvorišta. Kroz edukaciju, izradu promotivnih materijala te promociju odnosno kampanju, podići će se informiranost i svijest građana o radu reciklažnog dvorišta, važnosti upravljanja otpadom u skladu s načelima zaštite okoliša, društvene prihvatljivosti i ekonomičnosti za ostvarenje održivog razvoja. Nastojati će se građanima/kama ojačati svijest o načinu rada i ulozi reciklažnog dvorišta u novom sustavu prikupljanja komunalnog otpada, pravilnom odvajanju otpada u kućanstvima te dobrobiti odvojenog sakupljanja i recikliranja otpada za okoliš i ljudsko zdravlje. Upoznat će se sa mogućnosti prerade odvojeno prikupljenih vrsta otpada u sirovine za dobivanje novih proizvoda.
Informativno-edukativne aktivnosti provoditi će se putem:
• Predavanja/seminara/radionica
• Izrade promotivnih materijala – letci, plakati
• Novinskih članaka, radiijskih objava, TV članaka/priloga,
• Web promocija – elektronički mediji, FB kampanje, izrade web stranice, promotivni video
Sve projektne aktivnosti provoditi će se u skladu s horizontalnim politikama EU o ravnopravnosti spolova i nediskriminaciji te promicanju održivog razvoja i zaštite okoliša, tj. projekt doprinosi ovim politikama na način da će se: svi informativno-promotivni materijali izraditi prema načelu rodne ravnopravnosti odnosno biti će pisani u muškom i ženskom rodu. Materijali neće sadržavati diskriminatorne elemente u odnosu na spol, stavove, spolnu orijentaciju, rasnu ili etničku pripadnost, a ista načela će se poštivati prilikom zapošljavanja novih djelatnika. Projekt je u potpunosti u skladu s principima održivog razvoja, zaštite i poboljšanja kvalitete okoliša jer smanjuje količinu otpada koja se odlaže u prirodu, povećava se sortiranje i ponovna uporaba. Reciklažno dvorište biti će izgrađeno na način da je pristupačno osobama s invaliditetom.
Po realizaciji projekta reciklažnim dvorištem će upravljati tvrtka Niskogradnja d.o.o. u 100% vlasništvu Grada Pregrade. Sredstva za osiguranje rada reciklažnog dvorišta biti će osigurana u proračunu Grada Pregrade i od strane upravitelja reciklažnim dvorištem. Odvojenim sakupljanjem otpada stječu se preduvjeti za smanjenje miješanog komunalnog otpada, ponovnu uporabu otpada i reciklažu. Projekt je u potpunosti u skladu s principima održivog razvoja, zaštite i poboljšanja kvalitete okoliša jer smanjuje količinu otpada koja se odlaže u prirodu, povećava se sortiranje, ponovna uporaba i recikliranje. Smanjuju se emisije CO2 te se poslovanjem reciklažnog dvorišta promiče održivi okvir za zaštitu okoliša. Provedbom projekta direktno se doprinosi učinkovitosti resursa pravilnim sortiranjem otpada koji je pretpostavka za reciklažu i ponovnu upotrebu. Projektom je predviđena nabava uređaja za reciklažno dvorište A energetskog razreda, upotrebu štednih žarulja, štednih pipa za vodu, recikliranog papira, generirani otpad samog reciklažnog dvorišta odlagati će se u zasebnim spremnicima. Provedbom projekta direktno se doprinosi ciljevima strategije Europa 2020 - klimatske promjene/energija. Navedeno će se postići pravilnom separacijom otpada odnosno reciklažom prikupljenog otpada, korištenjem energetski učinkovitih proizvoda u reciklažnom dvorištu te obnovljivih izvora energije - u određenom dijelu koristiti će se solarna javna rasvjeta. U uredskom prostoru reciklažnog dvorišta nalaziti će se promotivni materijali o pravilnom odlaganju otpada, recikliranju, energetskoj učinkovitosti itd.
