U gradskoj je vijećnici u utorak, 15. prosinca 2020. održana 29. sjednica Gradskog vijeća, posljednja u ovoj godini. Sjednici je prisustvovalo 12 vijećnika i vijećnica, od kojih je njih troje napustilo sjednicu nakon dva sata.
Najvažnija točka opsežnog dnevnog reda bilo je izglasavanje gradskog proračuna za 2021. godinu, koji je devet prisutnih vijećnika i vijećnica jednoglasno usvojilo. Tako proračun Grada Pregrade i proračunskih korisnika DV Naša radost, Gradske knjižnice i Muzeja Zlatko Dragutin Tudjina za narednu godinu iznosi 25,6 milijuna kuna.
Obrazloženje ovakvog proračuna dao je gradonačelnik Marko Vešligaj, koji je ukratko istaknuo i njegove najvažnije stavke.
„Kao i prethodnih godina, u Proračunu je izraženo ulaganje u podizanje komunalnog standarda, kao i ulaganje u predškolski odgoj, obrazovanje, kulturu, turizam i civilno društvo. Proračun smo nastojali planirati realno, koliko god je to bilo moguće te smo uspjeli pronaći balans. Među važnijim projektima u 2021. godini svakako treba spomenuti dogradnju dječjeg vrtića, što nam je prioritet, nastavak obnove kino dvorane, asfaltiranje nerazvrstanih cesta, izgradnju nogostupa i javne rasvjete, osnivanje Pučkog otvorenog učilišta te otkup zemljišta za izgradnju gradske tržnice.“
Prije izglasavanja Proračuna za 2021. godinu, usvojene su i II. Izmjene Proračuna za 2020. godinu, kao i izmjene i dopune razvojnih programa. Nakon izglasavanja gradskog proračuna na red su došli i svi vezani programi, planovi i odluke, kao i njihovo izvršenje, a koji su izglasani jednoglasno.
Jednoglasno je odobren Program rada i Financijski plan Gradskog savjeta mladih Grada Pregrade za 2021. godinu te je donesena Odluka o donošenju Gradskog programa za mlade 2021.-2025. Riječ je o trećem gradskom programu za mlade koji se odnosi na poboljšanje života mladih u gradu te osigurava daljnji razvoj politike prema mladima. Donesena je i Odluka o imenovanju Odbora za pitanja društvene solidarnosti i socijalno uključivanje, koji će u okviru svog djelokruga na svojim sjednicama razmatrati pitanja u vezi socijalnog uključivanja djece, mladih, osoba starije životne dobi, osoba s invaliditetom, osoba slabijeg imovinskog statusa, pitanja vezana uz promicanje volonterstva na području grada, aktivnog uključivanja građana u kreiranje socijalnih politika, predlagati javne potrebe s područja socijalne skrbi, zdravstva, kulture, odgoja i obrazovanja te razmatrati pitanja i podnositi prijedloge u vezi društveno odgovornog poduzetništva.
Uslijed nastupanja posebnih okolnosti proglašenja epidemije virusom COVID-19, a s ciljem ublažavanja negativnih posljedica širenja virusa u odnosu na poduzetnike koji djeluju na području Grada Pregrade, a koji su obvezni obustaviti obavljanje djelatnosti za razdoblje trajanja mjera suzbijanja zaraze COVID-19 virusom, temeljem Odluka Stožera civilne zaštite Republike Hrvatske, donesena je i Odluka o izmjenama i dopunama Odluke o komunalnoj naknadi, a dodane su i izmjene koje se tiču oslobađanja zbog više sile (požar, poplava, potres i slično) te drugih okolnosti na koje obveznik nije mogao utjecati, a uslijed kojih mu je onemogućeno ili otežano obavljanje djelatnosti.
Osim toga, Grad Pregrada će u 2021.g. poticati održivi razvoj brdovitih naselja Grada Pregrade u smislu poboljšanja dostupnosti lokalne komunalne, društvene, socijalne i javne infrastrukture, pripreme infrastrukture kao preduvjeta za ulaganja i gospodarski oporavak i otklanjanja posljedica nastalih usred vremenskih nepogoda u svrhu njihove gospodarske, socijalne i demografske revitalizacije te je Gradsko vijeće donijelo Zaključak o potpori razvoju brdovitih naselja grada Pregrade.
Na dvije točke dnevnog reda pristigli su i amandmani Kluba vijećnika HDZ-a. Tako je na prijedlog Odluke o raspoređivanju sredstava Proračuna Grada Pregrade namijenjenih financiranju političkih stranaka Gradskog vijeća Grada Pregrade u 2021. godini predložen amandman da se, s obzirom na krizu uvjetovanu koronavirusom, sredstva namijenjena financiranju političkih stranaka u iznosu od 32 tisuće kuna prenamijene u jednokratne pomoći nezaposlenim osobama s područja Pregrade koje su od početka izbijanja epidemije ostale bez radnog mjesta. Ostali vijećnici i vijećnice, kao i gradonačelnik, nisu se složili s takvim prijedlogom s obzirom da je protuzakonit. Naime, sukladno odredbama Zakona o financiranju političkih aktivnosti, izborne promidžbe i referenduma („N.N“, broj 29/19, 98/19) jedinice lokalne samouprave dužne su osigurati sredstva za redovito godišnje financiranje političkih stranaka i nezavisnih vijećnika iz svojeg proračuna, a ukoliko to ne izvršavaju, predviđene su novčane kazne od 30 do 100 tisuća kuna. Nakon rasprave, amandman je odbijen.
Drugi amandman Kluba vijećnika HDZ-a odnosio se na prijedlog II. Izmjene i dopune Odluke o socijalnoj skrbi za područje Grada Pregrade u području koje se odnosi na naknadu za novorođenčad. Tako je predloženo da se naknada za novorođeno dijete dodjeljuje u novčanom iznosu od 2.500,00 kuna te da se naknada za svako slijedeće novorođeno dijete u obitelji povećava za dodatnih 2.000,00 kn. U svome obrazloženju, vijećnici HDZ-a istaknuli su kako Grad Pregrada izdvaja najmanje za jednokratne novčane pomoći roditeljima te da su novčana sredstva roditeljima uvijek dobrodošla pomoć, a također smatraju da paket za novorođeno dijete nema smisla u višečlanim obiteljima, s obzirom da se odjeća može naslijediti. Gradonačelnik Vešligaj i predsjednica Gradskog vijeća Tajana Broz istaknuli su kako se jednokratnim novčanim pomoćima ne može stvarati sustavna demografska politika, a da Grad Pregrada za djecu izdvaja velika sredstva u svome proračunu te stvara odgovarajuće uvjete da se djeca mogu razvijati. „Roditelji u Pregradi ne moraju se brinuti hoće li njihovo dijete biti upisano u vrtić jer se sva djeca upisuju, a vrtić odgovara svim pedagoškim standardima, za što se izdvajaju značajna sredstva“, napomenula je predsjednica Gradskog vijeća. „Grad Pregrada svake godine kontinuirano povećava financijska sredstva za predškolski odgoj te je tako u 2019. godini za redovno poslovanje vrtića izdvojeno 1.842.640,00, u 2020. godini taj iznos je povećan za 292.970,00 kn, dok je za 2021. godinu iznos povećan za dodatnih 271.940,00 kn te iznosi 2.407.550,00 kn“, istaknuo je gradonačelnik Marko Vešligaj te dodao da sljedeće godine kreće i dogradnja zgrade dječjeg vrtića, projekt vrijedan više od 2 milijuna kuna. „Proračunom za 2021. godinu povećana su sredstva za naknadu za novorođenčad te je tako osigurano 135 tisuća kuna u odnosu na dosadašnjih 120 tisuća kuna, kako bi se paketi za novorođenčad nadopunili. Također, Grad Pregrade svake godine povećava izdvajanja za osnovno školstvo, vodi računa o stipendiranju srednjoškolaca i studenata te uređuje dječja, školska i sportska igrališta“, rekao je gradonačelnik. Nakon rasprave, i ovaj amandman je odbijen.
Na sjednici koja je trajala dva i pol sata na dnevnom redu bilo je i usvajanje Godišnjeg plana i programa rada Dječjeg vrtića „Naša radost“ Pregrada za 2020./2021. odgojno-obrazovnu godinu i Godišnjeg izvješća o radu za odgojno-obrazovnu 2019./2020. godinu. Također, usvojen je Godišnji plan i program rada Glazbene škole Pregrada za šk. godinu 2020./2021. te Izvješće o realizaciji Godišnjeg plana i programa rada za šk. godinu 2019./2020.
Vijećnice i vijećnici donijeli su i nekoliko dokumenata vezanih za civilnu zaštitu, i to: Odluku o usvajanju Godišnje analize stanja sustava civilne zaštite grada Pregrade za 2020. godinu, Odluku o donošenju smjernica za organizaciju i razvoj sustava civilne zaštite Grada Pregrade 2021.-2024. te Plan razvoja sustava civilne zaštite na području grada Pregrade u 2021. godini, a sukladno Zakonu o ublažavanju i uklanjanju posljedica prirodnih nepogoda donesen je i Plan djelovanja Grada Pregrade u području prirodnih nepogoda za 2021. godinu.
Pred vijećnicima se našlo i donošenje Srednjoročnog plana davanja koncesija na području Grada Pregrade 2021.-2023. te Godišnji plan davanja koncesija na području Grada Pregrade za 2021. godinu.
Također, donesena je Odluka o proglašenju komunalne infrastrukture javnim dobrom u općoj uporabi- groblje Vinagora, Odluka o izmjenama i dopunama Odluke o komunalnim djelatnostima na području Grada Pregrade, Odluka o davanju prethodne suglasnosti na Opće uvjete isporuke komunalne usluge ukopa pokojnika Niskogradnji d.o.o., Odluka o grobljima te Odluka o izmjeni i dopuni Odluke o raspolaganju, upravljanju i stjecanju nekretnina u vlasništvu Grada Pregrade. Pred vijećnicima se našla i dopuna dnevnog reda pa su tako usvojili i Izvješće o provedbi Strateškog plana gospodarskog razvoja Grada Pregrade za 2019. godinu te donijeli Odluku o davanju prethodne suglasnosti na Odluku o III. Izmjenama i dopunama Statuta Muzeja grada Pregrade Zlatko Dragutin Tudjina.
