U ponedjeljak, 21.03.2017. godine održana je 25., a ujedno i posljednja sjednica Gradskog vijeća Grada Pregrade u mandatu 2013.-2017. Kroz 4. godine trajanja mandata i 25. održanih sjednica doneseno je ukupno 367 akata (odluka i zaključaka). Na sjednici je bilo prisutno 9 od 15 vijećnika/ca. Razmatrane su i usvojene sve točke dnevnog reda.
Prije samog službenog početka rada prema točkama dnevnog reda održana je prezentacija Idejnog rješenja projekta pregradskog eko-bazena koji je izložio predstavnik tvrtke LUMIL d.o.o. iz Maribora, a za koji je u izradi projektna dokumentacija i projekt će biti spreman za prijavu na EU fondove u lipnju 2017. godine. Naime sama prezentacija bila je uvod u 2. točku dnevnog reda koja se odnosila na donošenje Odluke o Izmjeni i dopuni Strateškog plana gospodarskog razvoja Grada Pregrade. Tako se odmah nakon usvajanja Zapisnika sa održane 24. Sjednice, krenulo na donošenje ove, za grad Pregradu, veoma važne odluke. Potreba izmjene Strateškog plana nastala je zbog maksimiziranja iznosa potencijalnog sufinanciranja iz EU sredstava, za što je nužno da projekt bude dio Strateškog plana gospodarskog razvoja grada Pregrade. Biološki bazen je biološka verzija konvencionalnog bazena. Izgleda poput klasičnog bazena, ali funkcionira u potpunosti biološki jer ne zahtijeva klor ili upotrebu bilo kojih drugih kemikalija. Navedenim projektom povećati će se kvaliteta života u zajednici, odnosno ponuda kvalitetnog i turistički atraktivnog sadržaja na području grada. Ciljna skupina ovog projekta je lokalno stanovništvo te domaći i strani turisti. Naime, realizacijom ovoga projekta Pregrada će dobiti novo javno mjesto za rekreaciju, mir i opuštanje te socijalnu interakciju. Također, grad Pregrada postao bi atraktivno turističko odredište, nudeći nov i privlačan sadržaj.
Treća, četvrta, peta i šesta točka odnosile su se na prihvaćanje Izvješća o radu i izvršenja financijskih planova, odnosno proračuna Zagorske javne vatrogasne postaje, Gradske knjižnice Pregrada, Dječjeg vrtića Naša Radost Pregrada te Sportske zajednice Grada Pregrade.
U sklopu sedme točke Gradsko vijeće donijelo je Odluku o davanju suglasnosti Niskogradnji d.o.o. za nabavu opreme, radnog stroja kombiniranog rovokopača, putem financijskog leasinga.
Odluka o davanju suglasnosti za sklapanje Aneksa Ugovora o koncesiji za obavljanje javne usluge prikupljanja, odvoza i zbrinjavanja miješanog komunalnog otpada s područja Grada Pregrade donesena je u sklopu osme točke dnevnog reda, a već pod slijedećom točkom devet donesen je zaključak o prihvaćanju Izvješća o radu davatelja javne usluge prikupljanja komunalnog otpada na području Grada Pregrade.
Pod točkom deset, jedanaest i dvanaest doneseni su zaključci o usvajanju Izvješća o provedbi Plana gospodarenja otpadom za Grada Pregradu u 2016. godini, Izvješća o izvršenju Programa gradnje objekata i uređaja komunalne infrastrukture na području Grada Pregrade za 2016. godinu i Izvješća o izvršenju Programa održavanja komunalne infrastrukture na području Grada Pregrade za 2016. godinu.
Pod točkom trinaest dnevnog reda donesena je Odluka o donošenju Strategije upravljanja i raspolaganja nekretninama u vlasništvu Grada Pregrada 2017.-2020.g. Cilj Strategije je dugoročno osigurati ekonomski svrhovito, učinkovito i transparentno upravljanje nekretninama u vlasništvu Grada, uz očuvanje i pronalaženje optimalnih rješenja za Grad pri upravljanju i raspolaganju nekretninama. Istom će se postići integralno upravljanje i raspolaganje nekretnina u vlasništvu Grada, harmonizacija cijelog sustava, uz potrebu nadogradnje lokalnog normativnog okvira. Učinkovito upravljanje nekretninama u vlasništvu Grada treba pridonijeti što boljem iskorištenju imovine kao i kvalitetnije upravljanje.
Odluka o kupnji nekretnine k.č.br. 1189/1, k.o Pregrada, donesena je pod točkom četrnaest dnevnog reda. Riječ je o kupnji zemljišta zbog potrebe izgradnje pomoćnog igrališta uz postojeće nogometne terene.
Točka petnaest odnosila se na donošenje Odluke o uspostavljanju suradnje sa Općinom Žužemberk iz Republike Slovenijupnji zemljištae. S obzirom da postoji dugoročan i trajan interes za uspostavljanje suradnje u područjima korištenja fondova i programa Europske Unije, razvoja gospodarstva, razvoja i suradnje jedinica lokalne samouprave, poljoprivrede i razvoja ruralnih područja, zaštite okoliša, zdravstva, obrazovanja i kulture, prometa i komunalnog gospodarstva, sporta i turizma s Općinom Žužemberk, Gradsko vijeće Grada Pregrade razmotrilo je prijedlog i donijelo jednoglasno Odluku o uspostavljanju suradnje s Općinom Žužemberk.
U sklopu točke šesnaest donesena je Odluka o Grbu i zastavi Grada Pregrade. Prema Zakonu o lokalnoj i područnoj (regionalnoj) samoupravi jedinica lokalne samouprave i jedinica područne samouprave može imati svoj grb i zastavu. Idejno rješenje grba i zastave Grada Pregrade odgovara pravilima heraldike te je Ministarstvo uprave donijelo je Rješenje o odobrenju grba i zastave Grada Pregrade 15. veljače 2017. godine. Odluka Gradskog vijeća sadrži opis grba i zastave po pravilima heraldike, te uvjet i način pod kojima Gradsko vijeće može odobriti uporabu grba i zastave fizičkim i pravnim osobama.
Gradsko vijeće Grada Pregrade pod točkom sedamnaest donijelo je Odluku o dodijeli Javnih priznanja za 2016. istaknutim pojedincima udrugama i poduzetnicima s područja Grada Pregrade. Ove godine biti će dodijeljen izuzetan broj javnih priznanja, a uz zahvalnice, plakete i diplome dodijelit će se priznanje počasnog građanina Grada Pregrade.
U sklopu sedamnaeste točke donesena je Odluka o davanju suglasnosti za rekonstrukciju građevine (dogradnja) javne i društvene namjene, kulturna ustanova-Kulturni centar. Predmetnim projektom planira se rekonstrukcija i dogradnja postojeće građevine na adresi Ljudevita Gaja 34, Pregrada kako bi se stvorio multifunkcionalni prostor koji bi bio na raspolaganju udrugama kulturno- umjetničkog karaktera sa područja Grada Pregrade i drugih aktivnosti u skladu s namjenom kulturnog centra uz zadržavanje održavanja programa Glazbene škole Pregrada.
Točka devetnaest nakon kraće rasprave vijećnika donijela je Zaključak o prihvaćanju Godišnjeg izvješća o izvršenju proračuna Grada Pregrade za 2016.godinu i Izvješća o korištenju proračunske rezerve za 2016. godinu sa osam glasova za i jednim suzdržanim. U 2016. godini ostvareni su ukupni prihodi Proračuna Grada Pregrade u iznosu 15.121.953,57 kuna (96,09% u odnosu na plan), ukupni izdaci izvršeni su iznosu 14.975.379,53 kuna (95.32% u odnosu na plan). Višak prihoda tekuće godine iznosi 146.574,04 kune, preneseni manjak 27.383,68 kuna tako da višak za prijenos u iduću godinu iznosi 119,190,36 kuna.
Pod točkom dvadeset dnevnog reda predsjednik Gradskog vijeća Zlatko Šorša vijećnicima je iznio informaciju o prisustvovanju vijećnika/ica sjednicama Gradskog vijeća Grada Pregrade u mandatu 2013-2017., te se ujedno zahvalio na suradnji, transparentnosti i profesionalnosti u radu.
