Na temelju članka 15. Pravilnika o financiranju programa i projekata udruga u sportu na području Grada Pregrade, Programa javnih potreba u sportu Grada Pregrade kojeg je donijelo Gradsko vijeće Grada Pregrade, u skladu s Planom rada Sportske zajednice Grada Pregrade za 2020. godinu, Izvršni odbor Sportske zajednice Grada Pregrade dana 15. veljače 2021. godine objavljuje
Javni natječaj za financiranje projekata/programa udruga
u sportu na području grada Pregrade za 2021. godinu
I. Cilj Natječaja
Pozivaju se UDRUGE kao organizacije civilnog društva (u daljnjem tekstu: udruge) programski usmjerene na rad u području sporta i sportske rekreacije da se prijave za financijske potpore programa i projekata koje će pružiti Sportska zajednica Grada Pregrade iz Proračuna Grada Pregrade za 2021. godinu.
Cilj ovog Javnog natječaja (dalje u tekstu: Natječaj) je pružanje potpore udrugama čije aktivnosti doprinose zadovoljenju javnih potreba u sportu Grada Pregrade.
Sukladno ovom Natječaju prijavu mogu podnijeti udruge koje svoj rad temelje na potrebama građana, prema načelima djelovanja za opće dobro, ako provode programe i projekte kojima zadovoljavaju javne potrebe u sportu od interesa za grad Pregradu, kao i druge programe koji pridonose razvitku i općem napretku sporta i sportske rekreacije na području grada Pregrade, a za sljedeće prioritetno područje:
Djelatnost članica SZGP za javne potrebe u sportu za programe i projekte udruga u području sporta i sportske rekreacije ( u daljnjem tekstu djelatnost članica SZGP)
Za izravne potpore udrugama u sportu ( u daljnjem tekstu izravne potpore).
II. Područje aktivnosti Natječaja;
Udruge suglasno ovom Natječaju mogu prijaviti projekt/program za sljedeće prioritetne aktivnosti i mjere;
osiguravanje sredstava potrebnih za djelatnost udruga u sportu,
pomaganje i poticaj sportskog stvaralaštva, sportske rekreacije na području grada,
akcije i događanja u sportu, a koje će pridonijeti razvitku i promicanju sportskog života u gradu Pregradi,
osiguravanje uvjeta za sportske manifestacije,
jačanje kapaciteta udruga za upravljanje i koordiniranje volonterima, izobrazba volontera, poticanje volontera na uključenje u aktivnosti,
poticanje i skrb o stručnom osposobljavanju vlastitog stručnog kadra koji će odgajati mlade naraštaje u njegovanju sporta, sportskih natjecanja i sportske rekreacije,
razvoj alata za praćenje provedbe i evaluaciju kvalitete i opsega sporta,
unapređivanje znanja i razvijanje vještina zaposlenika i volontera udruga za zagovaranje i osnaživanje sporta
razvijanje inovativnih projekata u sportu, proširenje sportskog sadržaja na području grada,
aktivnosti usmjerene na poticanje komunikacije udruga s općom, ciljanom i stručnom javnosti u području sporta,
aktivnosti usmjerene poticanju lokalnih vlasti, javnih institucija i poslovnog sektora za suradnju s civilnim društvom u planiranju i održavanju sportskih događaja u zajednici.
III. VRIJEDNOST NATJEČAJA
Ukupno planirana vrijednost ovog Natječaja je 310.000,00 kuna, od čega:
- za djelatnost članica SZGP za javne potrebe u sportu za programe i projekte udruga u području sporta i sportske rekreacije od 305.000,00 kn i
- za izravne potpore udrugama u sportu od 5.000,00 kn.
Najmanji iznos financijskih sredstava koji se može prijaviti i ugovoriti po ovom Natječaju i po pojedinom programu/projektu je iznos od 500,00 kuna, a najveći 180.000,00 kuna.
Očekivani broj financijskih potpora koje će biti odobrene korisnicima za provedbu programa/projekta u okviru ovog Natječaja je 10 potpora.
Minimalni postotak sufinanciranja od strane prijavitelja (korisnika financiranje) je 5% od traženog iznosa od Sportske zajednice Grada Pregrade kao davatelja sredstava.
Svaka udruga može prijaviti najviše jedan (1) program, odnosno jedan (1) projekt u okviru ovog Natječaja, na razdoblje od 1. siječnja do 31. prosinca 2021. godine.
Troškovi nastali od 01.01.2021. godine u sklopu prijavljenog projekta/programa prihvatljivi su troškovi.
Programski i financijski plan programa/projekta podnosi se za 2021. godinu. Izvješće o provedbi projekta podnosi se u roku od 30 dana od provedbe, odnosno programa za 2021. godinu najkasnije do zaključno s 31. siječnja 2022. godine.
IV. Prijavitelj ispunjava uvjete Natječaja, ako:
je registriran kao udruga,
je upisan u Registar udruga RH,
je upisan u Registar neprofitnih organizacija,
je svojim statutom opredijeljen za obavljanje aktivnosti koje su predmet financiranja i kojima promiče uvjerenja i ciljeve koji nisu u suprotnosti s Ustavom i zakonom,
projekt prijave na javni natječaj SZGP, mora biti ocijenjen kao značajan (kvalitetan, inovativan i koristan) za razvoj civilnoga društva i zadovoljenje javnih potreba Grada u skladu sa uvjetima ovog natječaja;
ima sjedište na području grada Pregrade i/ili provodi program/projekt na području grada Pregrade i/ili za korisnike s područja grada Pregrade,
je uredno ispunio obveze iz svih prethodno sklopljenih ugovora o financiranju sa Sportskom zajednicom Grada Pregrade/ Gradom Pregradom i drugih javnih izvora,
nema dugovanja s osnove plaćanja doprinosa za mirovinsko i zdravstveno osiguranje i plaćanja poreza te drugih davanja prema državnom proračunu i proračunima jedinica lokalne samouprave,
ima uređen sustav prikupljanja članarina te uredno predaju sva izvješća SZGP i drugim institucijama,
ima utvrđen način javnog objavljivanja programskog i financijskog izvješća o radu za proteklu godinu (na mrežnim stranicama udruge ili na drugi odgovarajući način),
ima odgovarajuće organizacijske kapacitete i ljudske resurse za provedbu programa/ projekta,
da se protiv prijavitelja, odnosno osobe ovlaštene za zastupanje udruge i voditelja programa ili projekta ne vodi kazneni postupak i nije pravomoćno osuđen za prekršaj određen člankom 48. stavkom 2. alinejom c), odnosno pravomoćno osuđen za počinjenje kaznenog djela određenog člankom 48. stavkom 2. alinejom d) Uredbe,
općim aktom imati uspostavljen model dobrog financijskog upravljanja i kontrola te način sprječavanja sukoba interesa pri raspolaganju javnim sredstvima.
Rok za podnošenje prijava za djelatnost članica SZGP je zaključno 20. ožujak 2021. godine. Sve prijave poslane izvan roka neće biti uzete u razmatranje.
Uz dokaz o ispunjavanju uvjeta iz članka 11. Natječaja, prijavitelj obvezno prilaže i ispunjene, potpisane i ovjerene obrasce:
Obrazac opisa programa/projekta (OBRAZAC B1),
Obrazac proračuna programa/projekta (OBRAZAC B2),
Obrazac izjave o nepostojanju dvostrukog financiranja (OBRAZAC B3),
Obrazac Izjave o programima ili projektima udruge financiranim iz javnih izvora,
Obrazac izjave o partnerstvu, ako je primjenjivo, (OBRAZAC B4)
Obrazac Izjave o suglasnosti za uvid u kaznenu evidenciju, ako je primjenjivo, (OBRAZAC B9) te
Obvezne priloge koji se prilažu prijavi.
Uz obvezne prijavne obrasce prijavitelj mora:
dokazati da ima podmirene obveza s osnove plaćanja doprinosa za mirovinsko i zdravstveno osiguranje i plaćanje poreza, te drugih davanja prema proračunu Republike Hrvatske i proračunu Grada Pregrade,
dokazati da se protiv osobe ovlaštene za zastupanje prijavitelja ne vodi kazneni postupak i nije pravomoćno osuđena za prekršaj određen člankom 48. stavkom 2. alinejom c), odnosno pravomoćno osuđen za počinjenje kaznenog djela određenog člankom 48. stavkom 2. alinejom d) Uredbe- vidi Uredbu.
Prijave se dostavljaju isključivo na obrascima propisanim Natječajnom dokumentacijom, koji su zajedno s Uputama za prijavitelje, dostupni na mrežnim stranicama Grada Pregrade www.pregrada.hr, te u elektroničkom obliku.
Prijava se podnosi u zatvorenoj omotnici, preporučeno poštom ili osobno u pisarnicu Grada Pregrade, uz napomenu: “NATJEČAJ ZA POTPORE UDRUGAMA U SPORTU –ZA SZGP NE OTVARAJ", a prijava u elektroničkom obliku dostavlja se na CD-u (scan svih obrazaca i priloga dostavljenih u papirnatom obliku, te u word/excel obliku ili drugom strojno čitljivom obliku).

Rok za podnošenje prijave za izravne potpore je 1.12.2021. godine.
Prijava na natječaj u papirnatom obliku, kao i za djelatnost članica SZGP dostavlja se preporučeno poštom ili osobno u pisarnicu Grada Pregrade, uz napomenu "NATJEČAJ ZA POTPORE UDRUGAMA U SPORTU – ZA SZGP - IZRAVNE POTPORE“.
Prijava se istovremeno dostavlja i elektroničkom poštom (svi obavezni prilozi) na e-mail: szgp1602@gmail.com.
Cjelokupni postupak zaprimanja i pregleda dostavljenih prijava, ocjenjivanja prijava, donošenja odluke o dodjeli financijskih sredstava, podnošenje prigovora, ugovaranja, modelima plaćanja, postupanja s dokumentacijom kao i indikativni kalendar provedbe Natječaja detaljno su opisani u Pravilniku i Uputama za prijavitelje koji su zajedno s ostalom natječajnom dokumentacijom, dostupni na mrežnim stranicama Grada Pregrade www.pregrada.hr.
Prijavitelji koji su nezadovoljni odlukom o dodjeli financijskih sredstava mogu podnijeti prigovor na odluku o dodjeli financijskih sredstava. Prigovor se može podnijeti isključivo na natječajni postupak. Prigovor se podnosi u pisanom obliku, u roku od 8 dana od dana dostave pisane obavijesti o rezultatima Natječaja.
Financijske potpore koje će biti odobrene korisnicima financijskih sredstava za provedbu programa/projekta utvrđuju se ugovorom i isplatit će se na račun korisnika prema modelu koji će biti ugovoren.
